PROJECT BACKGROUND

In Guatemala, to address the issue of Forest Landscape Restoration (FLR), the Government of Guatemala has integrated a coordination platform called "Mesa de Restauración del Paisaje Forestal", which is led by the National Forest Institute (INAB, for its acronym in Spanish) and integrated by a Technical Committee that aims to promote FLR through sustainable mechanisms that increase the supply of ecosystem goods and services and increase the income of the beneficiary population.

GGGI sets the direction for efforts to effectively support the transformation of economies towards sustainable green growth, such as Forest and Landscape Restoration. In this sense, and in agreement with the National Forest Institute (INAB), considering the need for information for the implementation of the PROBOSQUE Law in the different types of projects of the modality of restoration of degraded forest lands, it is necessary to strengthen the institutional technical capacities of INAB and, for this purpose, it seeks to develop technical manuals for the Forest Restoration of Degraded Lands.

OBJECTIVES OF THE ASSIGNMENT

Develop the Technical Manual for the Restoration of Mixed Forest that includes the methodology for the evaluation of soil degradation and arboreal vegetation, restoration techniques and prioritized species for the restoration of mixed forest in Guatemala.

DELIVERABLES AND PAYMENT SCHEDULE

1. FUNCTIONS AND MAIN EXPECTED OUTPUTS AND OPERATING ACTIVITIES

1.1 Functions:

  • Compilation and systematization of tools, regulations and other instruments for the restoration, management, and sustainable use of mixed forests.
  • Field sampling for the generation of information, through visits and interviews, field data collection with entities/companies/areas under restoration.
  • Implementation of two workshops for the validation of the information.

1.2 Products expected from the Consultant:

  • Product I. Initial report, including work plan and schedule.

  • Product II. Three technical documents.

1) Technical document of the practical methodology for the assessment of tree vegetation and soil degradation in mixed forests,

2) Technical document of suitable restoration activities or techniques for mixed forest.

3) Technical document of the guide of species prioritized for mixed forest restoration (important that it contains valuable species information such as seed collection dates, special nursery management, other specific recommendations).

  • Product III. Manual and technical training for the restoration of degraded forest lands in mixed forest; elaborated as a complementary tool to the PROBOSQUE Manual of Criteria and Parameters for the Restoration of Degraded Forest Lands in Guatemala.

The delivery of the products will include implementation and evaluation formats, a digital guide for the identification of ecosystem indicator species, a practical guide (matrix) to determine the level of degradation of tree vegetation, a digital guide of species prioritized for restoration in mixed forest, and restoration techniques or measures.

1.3 Activities:

1.3.1 Technical document 1:

The content and thematic scope of the technical document for the assessment of degradation of tree and soil vegetation in mixed forests shall include:

  1. Biophysical characteristics, composition and structure (taking into consideration dasometric variables such as: height, basal area, density), socioeconomic characteristics and maps of current and potential distribution (including editable shapes) of mixed forests in Guatemala.
  1. Analysis of the different states of forest degradation (soil, structure and composition of the tree vegetation) and the identification of a forest type, according to the different species of the mixed forest.
  1. Annexes with lists of indicator species (flora and fauna); coverage, soil types and other elements defining the ecosystem, differentiating levels of degradation.

Process and method of the technical document 1:

A document should be submitted with the analysis and classification of the different levels of degradation identified in the mixed forest.

  • A compilation of photographic documentation of the indicator species and characteristics of the mixed forest should be compiled.
  • The consultant must deliver the material generated for the development of the product including lists, editable shapes, tables, images, databases; bibliographic references and statistical analyses performed.

1.3.2 Technical document 2:

Content and thematic scope of the technical document describing restoration activities and techniques suitable for mixed forest:

  1. Review of documentation associated with consulting products as a basis for the development of restoration techniques;
  1. Analysis of the Restoration Techniques Accepted by the Manual of Criteria and Parameters PROBOSQUE;
  1. Proposal for the establishment of restoration techniques for mixed forest;
  1. Restoration techniques for riparian zones of the mixed forest;
  1. Forms for the evaluation, management and certification of projects;
  1. The consultant should conduct a workshop with specialists in mixed forest management and conservation to validate the information.

Process and method of the product technical document 2:

  • Workshops (2) and field sampling must be conducted for the generation and validation of information about restoration techniques for mixed forest, in different states of conservation in the ecosystem distribution area (high, medium and low degradation), including a classification matrix based on biophysical and structural characteristics of mixed forest in Guatemala.
  • Description and methodologies for establishing restoration techniques in the field;
  • Delivery of editable files including data bases, photographs, tables, presentations, data collection sheets, shapes, etc.

1.3.3 Technical document 3:

Content and thematic scope of the technical document guide of species prioritized for the restoration of mixed forests:

  1. Digital guide for identification of prioritized species for mixed forest restoration in Guatemala.

  2. Species prioritized for the restoration of riparian zones in mixed forests.

  3. The consultant shall conduct a workshop with specialists in mixed forest management and conservation to validate the information on the species prioritized for mixed forest restoration.

Process and method of the technical document 3:

Delivery of methodology for the prioritization of species for mixed forest restoration in Guatemala, using biological, ecological, economic and cultural criteria;Evaluation of the arboreal vegetation in riparian zones of mixed forests;A compilation of photographic documentation of the prioritized species should be carried out.

2. ORGANIZATION AND SUPPORT PROVIDED BY THE CONTRACTING PARTY

  • The consultant shall coordinate and lead the two-information generation and information validation workshops.
  • The consultant will continuously report to the Contracting Party, establishing at least bimonthly meetings to update on the development of the work, and will seek solutions to any eventual problems that may arise,
  • The Contracting Party will support the consultant in logistical aspects and will maintain close coordination throughout the consultancy,
  • The consultant shall be responsible for the results of his/her work, for which he/she shall perform with the necessary autonomy for the best performance of his/her work.

3.MONITORING AND EVALUATION

The Senior Forestry Associate of GGGI, who is coordinating the project, will be monitoring and supervising the execution of this consultancy, in co-responsibility with the coordinator of the restoration department of INAB.

The consultant will follow up on this consultancy's development, holding periodic coordination meetings to validate the activities and scopes in the execution process. These sessions will establish a process of coordination, validation, feedback and quality improvement of the activities to be carried out and the products to be delivered. Depending on the availability of the participants, the consultant may hold meetings in virtual mode, subject to prior agreement with INAB's technical liaison.

4. TERM OF THE CONSULTANCY AND METHOD OF PAYMENT

The consultancy will be carried out in an estimated term of 80 working days, between July 15 to November 29, 2024. However, the final product will be subject to approval by the contracting party with the approval of INAB and GGGI. The total amount allocated for the consultancy will be paid upon delivery of the accounting invoice duly registered with the tax administration and the subsequent delivery and approval of the products established for the consultancy.

5. METHOD OF PAYMENT

The total amount for the payment of professional fees must be agreed with the consultant or consulting team and must be paid upon delivery of the invoice duly registered with sat.

Product 1:

  • Reception report, including work plan, workshop planning and timeline.

  • Date of Delivery: Third week of July.

  • Percentage of payment: 20%

Product 2:

  • Three technical documents:

1) Technical document on practical methodology for the evaluation of degradation of tree vegetation and soils in mixed forests.

2) Technical document on restoration activities or techniques suitable for mixed forests.

3) Technical document guide of species prioritized for the restoration of mixed forests (it is important that it contains valuable information on the species such as dates of seed collection, special nursery management, other specific recommendations).

  • Date of Delivery: Fourth week of OctoberPercentage of payment: 40%

Product 3:

  • Technical manual for the restoration of degraded forest lands in mixed forest; as a complementary tool using the Criteria and Parameters PROBOSQUE for the Restoration of Degraded Forest Lands in Guatemala. The manual should include implementation andevaluation formats, a digital guide to identify indicator species of the ecosystem, a practical guide (matrix) to determine the level of degradation of tree vegetation, a digital guide of species prioritized for restoration in mixed forests and restoration techniques.
  • Date of Delivery: Fourth week of November.

  • Percentage of payment:40%

EXPERTISE REQUIRED
  • University professional in agricultural, forestry, environmental or other sciences related to the subject of the consultancy, with a minimum of five years of work experience or in the development of similar consultancies or with specializations in the subject of Restoration.
  • Knowledgeable in conceptual and methodological aspects associated with forest restoration at the territorial level (watershed, landscape, municipality).
  • Knowledgeable of the political, legal and institutional framework on environmental and natural resources issues in Guatemala.
  • Knowledge and experience in technical and social aspects related to forest development in Guatemala (sustainable forest management, conservation, forestry projects, rural development, ancestral practices, community management of natural resources and environmental or forestry education, decentralization of forest management).
  • Knowledge of and/or relations with government institutions, academia, non-governmental organizations, community, and private sector.
  • Computer and electronic media skills.
  • Writing and report drafting skills.
  • Availability to travel to any part of the country.
  • Basic knowledge of planning, implementation and monitoring of projects related to forestry incentives.
